An investigation by David Andreatta of the Rochester Democrat and Chronicle (Rochester, N.Y.) found that vacant homes in Rochester New York have been wasting millions of gallons of water. The city Water Bureau neglected to turn off the water after houses were boarded-up, and instead has spent the last two years trying to collect $2.9 million in delinquent water charges from empty houses whose leaky facets continue to run up water bills.
